Most Indian businesses believe WhatsApp message blocking is caused by TRAI's DLT framework — the blockchain system that governs SMS in India.

It is wrong.

DLT applies to SMS and voice calls. It does not apply to WhatsApp. WhatsApp Business API is governed entirely by Meta's own policies — quality ratings, template approval rules, and messaging tier limits. There is no DLT step for WhatsApp. There is no TRAI approval for WhatsApp templates.

The fix is editorial, not technical. One template. One message type. No mixing.

3. Portfolio pacing and frequency capping

Meta introduced two automated restrictions in 2025–2026 that most Indian businesses have not heard of.

Portfolio pacing: Meta limits how fast you can send marketing messages across your entire account. Festival season blasts to 500,000 contacts in 4 hours trigger throttling — messages are queued, delayed, or dropped.

Frequency capping: Meta limits how many marketing messages any individual user can receive from ALL WhatsApp business accounts combined in a day. If your customer has already received messages from three other businesses today, your message may not be delivered — regardless of their opt-in status or your quality rating.

ℹ️ Frequency capping is a user-level protection. You have no visibility into it and no control over it. The only counter is sending more targeted messages to more engaged audiences — not more volume.

4. Your BSP is reporting delivery inaccurately

Not all Business Solution Providers (BSPs) handle delivery reporting the same way.

Meta only charges for delivered messages. But some BSPs charge for sent messages — regardless of whether they were delivered. Your invoice shows 50,000 messages charged. Your actual delivery may be 35,000. The 15,000-message gap is invisible.

Additionally, BSPs add their own markup on top of Meta's base rate:

If your BSP cannot show you a clear split between Meta's rate and their own markup, that is a red flag.

5. You are messaging non-opted-in contacts

Meta requires explicit prior consent before any business-initiated WhatsApp message. Not a phone number collected for another purpose. Not a purchase record. Explicit opt-in for WhatsApp specifically.

The three ways Indian businesses most commonly violate this:

→ CRM databases from website forms that collected phone numbers but did not ask for WhatsApp consent

→ Customer lists imported from SMS, email, or other campaigns

→ Third-party data lists purchased from vendors

Meta's AI detects this pattern with high accuracy. High delivery + low engagement (read but no reply, no click) is the statistical fingerprint of messaging non-opted-in contacts. The automated consequence: quality rating drop → tier restriction → permanent account suspension for repeat offenders.

Open your 5 most-used templates. Ask for each one: does this template contain promotional copy, urgency language, or upsell content alongside transactional information? If yes — rewrite or split into separate templates.

Cost difference: ₹0.115 (Utility) vs ₹0.8631 (Marketing) per message. At 50,000 monthly messages, that is ₹37,405 per month saved by correct categorisation alone.
